NCTL IN KULA CLUSTER
Project information

In 2008 Anpez Centre for Environment and Development was commissioned by SPDC to work with various communities in Kula kingdom in the implementation of diverse need based community development project with supporting funds from SPDC NCTL (Nembe Creek Trunk Line) Replacement Project. Kula Kingdom is situate in Akukutoru Local Government Area of Rivers State, Nigeria, it is made up of 4 main communities of Kula, Boro, Offoinama and Belema and 2 satellite communities of Kongoama and Lucky land.

Anpez carried out Need Assessment of the communities using the SLA/PRA approach after which, a five year development plan emerged for the communities. Subsequent development intervention that has so far been carried out in these communities were based on the Community Development Plans.  As part of the mentoring process the communities in the cluster were groomed to perform the following roles:

  • Setting up of a committee known and referred to as Community Trust (CT) who will manage the process at the community level. The CT is made up of all interest group within the community.
  • Formation of CDB (2 representatives of each CT within the cluster, and other stakeholders) the 2 CT reps are the chairmen and secretaries.
  • Project identification and implementations
  • Negotiate the signing of the Memorandum of Understanding (MoU).
  • Ensuring that peace and tranquility reigns in their area
  • Ensuring there will be no shut-down of operation due to restiveness, etc
  • Believe the ability of the people they have presented, in the areas they are to serve
  • Provide enabling environment for SPDC operations in the community
  • Attract other stakeholders to invest in the community and the NCTL process.

Anpez also facilitated the setting up of the Cluster Development Board (CBD).The CDB is made up of the Chairmen and Secretaries of the CTs from the communities making up the cluster.
The board have sub committees such as (i) Finance & Management Committee(FMC) made up of all the CTs chairmen, SPDC & NGO.(ii)Technical Committee(TC) made up of all the CT secretaries, SPDC & NGO for effective administration of the process.

In three years the six communities have witnessed a high and unprecedented level of development that were envisioned, designed and delivered by the community people themselves. The impact of the NCTL is felt in all communities and households across Kula Cluster communities.

The projects and activities that were carried out in the cluster in the last three years are captured in the table below whilst pictorial presentations of the projects are captured in a latter part of this publication.
